Davis County’s two-court system.
Davis County is organized differently from Weber. Several of its cities have no justice court at all, so their cases land in the county court in Farmington — and people lose days looking for a courthouse in their own town.
Two separate courts sit at 800 West State Street in Farmington — the Davis County Justice Court and the Second District Court. Clients mix them up constantly, and showing up at the wrong one is how a bench warrant starts. Check the court name printed on your citation, not the address.
Where Davis County cases come from.
Davis County runs the length of the I-15 corridor between Salt Lake and Weber counties. Its enforcement pattern follows that corridor and the base.
Layton
The county’s largest city, no justice court of its own, and a heavy DUI enforcement corridor along Hill Field Road and I-15. Cases go to the Second District’s Layton Department at 425 Wasatch Drive. See our Layton page.
Clearfield and Syracuse
Hill Air Force Base’s front door. A disproportionate share of these cases involve service members, contractors and clearance holders, where the collateral consequences outrun the criminal penalty. See Clearfield and Syracuse.
Kaysville and Farmington
Neither city runs a justice court; both are served by the Davis County Justice Court in Farmington. See Kaysville and Farmington.

Who makes the arrests, and where.
Davis County is a 25-mile strip between the lake and the mountains with one interstate running through it. That geography sets the enforcement pattern, and the enforcement pattern sets the docket.
The I-15 and US-89 corridors
The Utah Highway Patrol and every city department along the freeway work I-15 from the Salt Lake County line to Hill Field Road, with US-89 and Legacy Parkway (SR-67) as the parallel routes. Freeway stops produce a particular kind of case: a lane-travel or speed stop at night, a short roadside investigation, and a breath test at the station. The legality of that first stop is issue one.
Layton Police and the Antelope–Hill Field grid
Layton PD polices the county’s largest city, with Antelope Drive, Hill Field Road, and the Layton Hills retail district as the usual stop locations. Layton cases go to the Second District’s Layton Department, a state district court — which changes how the case is tried and appealed.
Clearfield, Sunset, Syracuse and the base gates
Clearfield PD, Sunset PD, and Syracuse PD work the roads that feed Hill Air Force Base’s west and south gates. Kaysville, Farmington, and the Davis County Sheriff
Kaysville PD, Farmington PD, and the Davis County Sheriff’s Office cover the center of the county. Their misdemeanor cases go to the Davis County Justice Court; felonies and class A charges from anywhere in the county go to the Second District Court in Farmington, prosecuted by the Davis County Attorney’s Office.
Bountiful and south Davis
Bountiful, Centerville, North Salt Lake, and Woods Cross each run their own department, and most run their own justice court. These cases sit closest to Salt Lake County and share its enforcement rhythms. See our Bountiful page.
